This phase contains the draft spatial development proposals of the Free State Provincial Spatial Development Framework. During this phase, draft SDF proposals are formulated. These should be directly informed by:
Phase 3 involves the presentation of the PSDF proposals to stakeholders and sector departments, to obtain their approval and support. This will be done as extensively as possible to solicit buy-in from a wide range of stakeholders.
The Free State PSDF on its own will only serve as a reference document; an implementation framework is needed to assist the province in implementing the spatial proposals and adjusting existing plans to ensure alignment. To achieve this, several activities will be undertaken:
Once the draft PSDF is compiled, it will serve as a tool for engagement and further public participation and engagements with Provincial Departments. A key stakeholder list will be compiled in conjunction with the OTP. This will include the line departments and municipal structures, as well as national government representatives. It also needs to include key sectors in the province such as tourism, mining, and agriculture (and key institutions representing these sectors). It is proposed that engagement be focused on provincial and regional-scale issues in keeping with the ‘provincial/regional ethos’ and the ‘coordinating, integrating, and systemic support role’ of the PSDF.
This phase involves the analysis of the comments and proposals for amendment, finalisation of the PSDF, and the approval of the PSDF by the relevant authorities. The service provider in consultation with the Project Task Team / Steering Committee will complete this phase once all inputs and representation from all stakeholders have been received and consolidated on the PSDF document.
